The Tax Justice Network Africa (TJNA) is set to officially launch the fourth phase of its programme, Scaling Up Tax Justice (SCUT IV), through a regional kick-off meeting scheduled to take place from 8 to 10 April 2026 in Nairobi. 

The three-day convening will bring together implementing partners from across Africa, marking the beginning of a new phase of coordinated action to strengthen tax justice, financial integrity, and equitable domestic resource mobilisation across the continent. 

SCUT IV builds on significant milestones achieved in previous phases of the programme, including strengthening the capacity of African civil society organisations (CSOs), generating evidence on illicit financial flows (IFFs), and influencing national, regional, and global tax reforms. 

The overarching goal of SCUT IV is to strengthen African civil society to advance fair, transparent, and effective tax and public finance systems, while promoting financial integrity in global processes. 

The programme will focus on two core objectives: strengthening African civil society capacity to enhance domestic resource mobilisation (DRM) and transparency, and enhancing CSO participation in regional and global tax policy and governance processes. 

Through these efforts, TJNA and its partners aim to improve policies and legal frameworks that address illicit financial flows, promote equitable tax systems, and reinforce the social contract between citizens and the state. 

By the end of the meeting, TJNA and its partners aim to establish a shared programme understanding among all stakeholders, aligned inception workplans and budgets, enhanced monitoring, evaluation, and learning systems alongside baseline data frameworks, defined coordination mechanisms including regular partner engagements, and updated risk registers addressing civic space, funding, and socio-political dynamics. 

The SCUT IV kick-off meeting marks a critical step in consolidating a unified and strategic approach to advancing tax justice in Africa. By strengthening collaboration among civil society actors and enhancing engagement in global tax discourse, the programme seeks to contribute to fairer tax systems that support sustainable development across the continent.
