Tax Justice Network Africa (TJNA) and the International Bureau of Fiscal Documentation (IBFD), represented through the IBFD Centre for Studies in African Taxation (CSAT), have formalised their partnership by signing a Memorandum of Understanding (MoU) during the 10th Africa Tax Symposium (ATS) in Kigali, Rwanda, on 30 May 2025. 

The MoU will facilitate collaboration between the two organisations, marking a significant milestone in strengthening bilateral ties to advance research, knowledge sharing, and capacity building in the field of taxation across the African continent. 

Recognising the need for a structured framework to enhance ongoing collaboration, the two organisations have committed to working together in areas of mutual interest that support the modernisation and reform of tax systems within Africa. 

The partnership is anchored in the shared belief that cooperative efforts will foster the development of more effective and efficient tax processes, promote good tax governance, and contribute to legal and institutional reforms.  

Through this partnership, the two organizations aim to contribute meaningfully to the development of tax systems that are just, transparent, and aligned with Africa’s socio-economic transformation goals. 

This partnership is expected to play a pivotal role in supporting the development of fairer, more effective tax systems in Africa by combining TJNA’s expertise in tax justice and advocacy with IBFD’s technical knowledge and research capabilities.  

Together, the two organisations seek to contribute to a more equitable global tax architecture while advancing the broader goals of tax justice, transparency, and sustainable development on the continent.TJNA is building a new Africa where tax justice prevails. Alongside leading researchers, policymakers, campaigners, and CSOs, the organisation is mobilising a movement to comprehensively transform tax policy, challenge harmful investment practices, improve international tax transparency, and restore sovereignty of natural resources back to African countries.
