The Tax Justice Network Africa (TJNA) will participate in the 5th session of the African Union (AU) sub-committee on tax and illicit financial flows (IFFs), where it will advance discussions on domestic resource mobilisation, tax reforms, and efforts to curb illicit financial flows across the continent.

The meeting, held under the theme “Building the Africa We Want through Tax and Fiscal Policy Reforms to Support Economic Growth and Domestic Resource Mobilisation,” will take place from 31 March to 2 April 2026 in Abuja, Nigeria.

The session will bring together policymakers, tax administrators, central bank representatives, regional economic communities, development partners, and technical experts from across Africa. It builds on progress from previous sessions of the AU Specialised Technical Committee (STC) on Finance, Monetary Affairs, Economic Planning and Integration, and aligns with the African Union’s mandate to strengthen tax systems and enhance domestic resource mobilisation in support of Agenda 2063.

TJNA will participate in high-level discussions and technical sessions to identify practical tax policy and administrative reforms to accelerate Africa’s structural transformation.  

Session II: High-level panel discussion on the theme of the 5th STC Sub-Committee on Tax and IFFs

This panel discussion will examine how tax and fiscal policy reforms can be strategically deployed to support Africa’s economic growth and strengthen domestic resource mobilisation in line with Agenda 2063.

Session: Domestic policy reforms – progress report on the implementation of the 4th STC Sub-Committee on Tax and IFFs recommendations

This session will provide an update on the implementation of recommendations adopted at the 4th STC Sub-Committee on Tax and IFFs, as well as previous STC Sub-Committee meetings, with a specific focus on domestic tax and fiscal policy reforms.

Session: Presentation of country experiences in piloting the Anti-IFF policy tracker tool

Tax Justice Network Africa (TJNA) will share insights from countries implementing the Anti-IFF Policy Tracker, developed jointly by TJNA and the African Union. The tool is designed to monitor, assess and strengthen tax-based anti-IFF policies across African countries, providing stakeholders with up-to-date information and actionable insights to combat illicit financial flows.

The meeting will also examine key issues, including the taxation of the digital economy, VAT reform, beneficial ownership transparency, and the role of tax policy in supporting the African Continental Free Trade Area (AfCFTA). It will further strengthen coordination among African countries and institutions, including the African Union Commission, ATAF and UNECA.

TJNA’s participation underscores its commitment to ensuring that Africa’s voice remains central in shaping both continental and global tax policies. Through its engagement, TJNA continues to advocate for fair, transparent and progressive tax systems that strengthen public revenues, curb illicit financial flows, and support sustainable and inclusive development across Africa.
