
At Tax Justice Network Africa (TJNA), our position on the Africa Mining Vision (AMV) and Just Energy Transition (JET) is rooted in fiscal justice, transparency, and equitable resource governance.
We recognise that Africa holds vast critical mineral reserves essential for the energy transition, weak domestic resource mobilisation risks repeating historical patterns where resource extraction benefits multinational corporations rather than African economies.
To counter this, we advocate for curbing illicit financial flows (IFFs), renegotiating unfair tax incentives, and strengthening fiscal frameworks to maximize domestic revenues from extractives. At global level, we push for the establishment of the United Nations (UN) Tax Convention to promote inclusive international tax cooperation, giving African countries a stronger voice in global tax rulemaking to address tax avoidance, evasion, and IFFs.
On the continent, we push for progressive taxation, beneficiation policies, and regional cooperation to strengthen Africa's negotiation power in the global energy transition. This requires the domestication of the AMV within national policies.
