Tax Justice Network Africa will host its second Anti-IFFs Policy Tracker piloting workshop from 19 to 21 March 2025 in Uganda. 

Led by TJNA, in collaboration with the African Union- Economic Development, Trade, Tourism, Industry, and Minerals Department (AU-ETTIM) and the Africa Tax Administration Forum (ATAF), the workshop will bring together key Ugandan government institutions to collaboratively use the tool and assess efforts to combat illicit financial flows in Uganda, a critical issue undermining economic development and governance across Africa. 

The Anti-IFFs Policy Trackers methodology focuses on four key thematic areas: policy and legislative frameworks, institutional frameworks, information and data frameworks, and interagency cooperation. Each area includes recommendations with measurable indicators, allowing participants to conduct self-assessments and gain actionable insights for effective interventions.  

The Anti-IFFs Policy Tracker targets various government stakeholders that are involved in work that has direct implications on IFFs. The Uganda pilot aims to identify high-risk areas in the financial system, produce recommendations for policy and institutional reforms, and strengthen cooperation and understanding among national and regional stakeholders on anti-IFFs strategies. 

TJNA’s approach is designed to provide an objective, standardized, and data-driven assessment, enabling participants to identify policy gaps, track progress, and understand effective reforms. 

The Anti-IFFs Policy Tracker marks an important advancement in addressing IFFs in Africa. The findings and recommendations will contribute to a broader strategic framework for combating IFFs in Africa and will be presented at the Africa Union 3rd Subcommittee on Taxation and IFFs on the week of 5th May 2025 to inform further interventions.
