The 14th Pan-African Conference on Illicit Financial Flows (IFFs) and Taxation (PAC), hosted by the Tax Justice Network Africa (TJNA) and its partners, will take place in Dakar, Senegal, from 30 September to 2 October 2026. 

Organised under the theme “Advancing a Transformative Tax Justice Agenda for Africa”, the conference will bring together leading voices from across the continent and beyond to reimagine Africa’s fiscal future. 

At a time when the global economic order is undergoing profound shifts marked by geopolitical fragmentation, rising debt pressures, and growing questions about the legitimacy of international financial systems, Africa stands at a critical crossroads.  

PAC 2026 emerges as a timely and strategic platform to confront these challenges while unlocking new possibilities for transformative change.  

The conference will explore how tax systems can play multiple, interconnected roles which include: 

  • Redistribution: Reducing inequality and financing universal public services
  • Repricing: Correcting market failures and supporting industrialisation
  • Representation: Strengthening accountability and the social contract
  • Regulation: Governing corporate behaviour and cross-border capital flows
  • Resilience: Supporting responses to climate and economic shocks  

This expanded vision positions taxation at the heart of Africa’s development strategy, linking fiscal policy directly to economic transformation and social equity. 

This year’s conference will convene policymakers, parliamentarians, researchers, media, civil society actors, and development partners to interrogate the impact of IFFs on Africa’s development, strengthen Africa’s voice in global tax governance—including in processes such as the UN Tax Convention—advance policy-relevant research that connects tax systems to industrialisation and inequality reduction. It will also foster inclusive multi-stakeholder dialogue and integrate feminist, decolonial, and heterodox perspectives into tax debates. 

By bringing together diverse voices and bold ideas, the conference seeks to catalyse a new era, one where taxation supports sovereignty, drives inclusive growth, and delivers dignified lives for all Africans. 

PAC is an annual event coordinated by TJNA in collaboration with its partners. The conference provides a platform for alignment and collaboration among African CSOs, Pan-African institutions, and government agencies. It also offers space for researchers and academics to evaluate the continent’s DRM efforts and produce evidence-based recommendations to support tax policy and advocacy.
