African Forum and Network on Debt and Development (AFRODAD), Tax Justice Network Africa, and the East African Tax and Governance Network (EATGN) are organizing a webinar titled "Rwanda: The Makings of an Offshore Financial Hub? Unpacking the Legal Mechanisms" on March 20, 2023, from 10.00 am to 12.00 noon EAT.

The webinar examines the legal mechanisms in the wake of the establishment of the Kigali International Financial Centre (KIFC) and whether they encourage or allow for harmful tax practices. As the establishment of International Financial Centers (IFCs) in Africa gains traction, the webinar also seeks to raise awareness of the potential effects of an IFC using Rwanda as a case study.

The webinar will also discuss on the new legal structures introduced under the KIFC, such as protected cell structures, and their potential as tax avoidance vehicles. The tax implications of the establishment of a KIFC, including potential harmful tax competition and potential revenue loss, will also be discussed. The panelists include: -
