TJNA at the Second Session of the Ad Hoc Committee on UN Tax Convention

Tax Justice Network Africa has joined UN member states and other stakeholders in New York for the Second Session of the Ad Hoc Committee to draft terms of reference for a United Nations Framework Convention on International Tax Cooperation, taking place from 29 July to 16 August 2024. 

During its second session, the Ad Hoc Committee will discuss and finalise the draft terms of reference for the UN Tax Convention in preparation to be submitted to the United Nations General Assembly for consideration at its 79th session in September 2024. 

In June 2024, the Ad Hoc Committee released a zero draft terms of reference in preparation for the second session. TJNA enjoys observer status in this process and was able to convene a working group that submitted views on the zero draft. The TJNA working group noted that bureau members did not unanimously agree on the zero draft and called on Member States to negotiate in these proceedings in good faith. 

The Provisional agenda for the Second Session includes the following; 

  • Adoption of the agenda and other organisational matters, 

  • General statements, 

  • Substantive elements of the draft terms of reference, 

  • Procedural elements of the draft terms of reference, 

  • Adoption of the report on the second session. 

The session will be aired live on UN Web TV.
