The African Parliamentary Network on Illicit Financial Flows and Taxation (APNIFFT), Tax Justice Network Africa (TJNA), and the Centre for Policy Trade and Development (CTPD) have jointly implemented a Members of Parliament (MPs) capacity-building session in Lusaka, Zambia, from the 22nd to the 23rd of July 2023.  

The training aims to strengthen the capacities of the parliamentarians to effectively address and bring about interventions to combat Illicit Financial Flows (IFFs) and enhance Domestic Resource Mobilisation (DRM) to advance fair taxation policies in Zambia.  

The training will provide a platform for knowledge exchange and networking among Zambian parliamentarians, experts, and stakeholders in tax justice.   

The training will cover topics relevant to combating illicit financial flows and promoting fair taxation in Zambia. These include:   

  • Taxation of Zambia’s Mining Sector  
  • Tax Incentives Review in Zambia 
  • Beneficial Ownership Transparency in Zambia 
  • Tobacco Taxation in Zambia   

Additionally, the members of parliament will be provided with the knowledge to strengthen legislative frameworks and policy interventions to combat IFFs, guidance on effective monitoring, investigation, and reporting mechanisms, as well as the role of parliamentary committees in promoting tax justice and importance of collaborating with civil society organizations (CSOs). 

At the end of the training, the MPs will develop collective action plans to address the issue of IFFs and develop legislative frameworks that will enable them to influence effective policy interventions in Zambia and establish partnerships to combat IFFs at regional and continental levels.
